Marines/Workers

It seems that the mechanic for turning workers into colonists alrdy exists so i propose that we add a mechanic that allows people to recruit marines and workers our of a planet's population. The growth rates on planet populations are ridiculous. It is almost impossible to keep them in the positives + drafting is kinda realistic. W/e, its a small change but i think it would be VERY cool.
