Emi should limit the # of fleets fleets you engage during a mission - 11 (25%)
Emi should limit the att:hp ratio of the fleets you engage - 5 (11.4%)
Emi should do nothing about this problem - 7 (15.9%)

no, im pretty sure that his were 1:2 ratio, he just had a good lvl on them may veteran idk

Merchant, I looked at those designs, and all of them have more attack then hp.
