what is the max percent added to hitpoints and attack? i heard that its been changed since some time ago.

Depends on youre ship, tanks will get low bonus while swarmers get an enormous.

It's dependant upon your ship size. A 10,000,000 space supership will get a smaller percent bonus than a 1,000 space swarmer.

it gets added to hits and attack and the smaller the ships the more swarm bonos...

a 20 space ship may get up to like 5X its ornginal amount in swarm bonos any may not max out untill 1 mil + ships

were a 400 mil swarmer will max out at about 10k ships with mabey a 1.5% bonos

you're asking questions that only Sir Emi knows, and won't tell us because it would make the game too easy. You'll have to use trial and error to figure it outor just guess and find something that works.

Erm, if That is the case, then that means my old mega swarmer ship design idea should still work . . . So . . I would have to disagree

Well, yes and no because I know for a fact that Emi capped swarm bonus to 15 space or something like that just before I left for the navy, yet I had also heard that the bigger the ship the bigger the swarm bonus but that could be that . . Say you have a ship with 1 billion hitpoints, and a 10% swarm bonus. That would give the ship 1.1 billion hitpoints (adding 100 million)

Now say you have a swarm design with 5,000 hitpoints and a 30% swarm bonus . . . That would only add 1500 hitpoints which you can see is vastly less then the big ship design.

swarmers, noun,

Definition: Small, and usually cost effective ships with small amounts of defense/hit poinst that when u have 1000 of them (usually costing less than 1 billion credits if not less than 10 mil) get a swarmer bonous and have increase HP/defense...usually used  for taking out larger ships...swarmers are usually used with only defense or HP not both and have large amounts of attack with small amounts of accuracy.  With defensive swarmers (using defense) you can usually withstand more attacks and lose less ships...unless their defense is outmatched in which case you tend to lose the whole fleet.  Health swarmers on the other hand (using HP) will tend to lose more ships during battles, but less than if the attacker were to out number the defense.  One reason for this is because for the same energy you could get 3 HP but only 1 D...so there is more HP on HP swarmers than on D swarmers, but unless maxed out, you won't lose a single ship with D swarmers.
