it resuplys only if you choose to , there are 2 obtions , credists and ships , in the asteroid base , if you choose creds , they will generate creds , if you choos ships , the system will resuply your fleets with ships and marines.

Also, if you get boarded and have marines, and your ships lose marines and survive the fight, if you have credits on hand, it will ressuply marines.
