well,when i go to contracts button it says i dont have enough fleets how many fleets i must to have?  |

you need more fleet power, not fleets in general. it should be worth noting there is another thread somewhere this same exact question, and I believe it should be in the guide also.
but I do not blame you, that phrase there IS misleading by all meanings of the word, and I have already asked sir emi several times to change it.

That, and then that other thread called Contracts down below? That thread has covered exactly what you asked already. So don't try to pull the it says I can ask any question I want about the game here. It won't work.
