Worker Growth

For the last few days my worker growth has not been increasing I know I have more then enough biofarms for them. Was getting about .1% growth increase for 500mill workers have got 20 to 50 bill more workers since then and I'm still at the exact same value I was a few days ago.

There is a cap but it's not 1.19% like my growth is stuck at. Will try and lower the number of Farms I have to see if I can get it to decrease

Just got it to go down to -18% Growth will see if it goes back up to 1.19%
