why does it do this?

On the war sever, from time to time, i go to do a galaxy mission and it comes up with the messages

Check your mission contracts area for this mission. Communications are scrambled!


and that the contract has been completed but i have not done these missions, i can even jump to a system and they are already done

Someone else might be in the same system doing the same missions. or emi's screwing with you

i didnt know someone in the same system could do your missions
