This is a common question asked by players in the chat so here are the ways to do it.

By voting; Each time you vote you have a small change of earning 10 CPs, and an even smaller chance of earning 250 CPs.
Doing Bio Experments; These handy encounters give you up to 500 CPs each(based on the power of the bio), not to be confused with the interactive flavor of Bio experiments that give different amounts.
Interactive Encounters; Many interactive encounters give CPs as a reward.
From CP items; You can get items from pinpointer aliens, incursion aliens, from doing some interactive missions, and from Encryption Contracts. The best source is aliens, then interactive missions, the worse source is Encryption Contracts.
From leveing up; Each time you level up you gain 10 + your last level in CPs

I may of missed a source of CPs so let me know.

Aliens can sometimes give CP items.

Edit: you posted you can get them from CP items my bad

What do we spend the CP on? i have no good thing to do with them.

think you'll find CP'S are the one thing you'll never have enough to spend.

your priorities for spending your CP's.....

Beginning of a round, invest in station and mine building, then replication.

throughout the round....

1. Ship resupply
2. HP mods
3. Marine resupply

then to a lesser priority...

4. Attack mods
5. Experience gain
6. Shields and Accuracy mods to slowly build your ships to max, if you havent built max into your ships already.

you can then choose other areas to invest in, some become very useful later in the round

I've not mentioned planet research yet as the CP cost isn't that high, so you can research that once you have the credits and turns available.

Very useful topic. Thanks for starting it kenquinn.
You should probably try starting an auto mailing system that automaticly sends a message to every new player.
The message would contain links to topics like these to help new players get started. There is allready one on sea-o and it is quite usefull.
