what they are saying is that when you have way more power than everybody else the only way they can attack anybody is by powering down to hit them. And the way they do that is by reserving ships. So if reserved ships count as power, they can not attack anyone
No one way to do that is by reserving ships the other is selling them.
This is not an ideal solution but does anyone have a better idea to fix the issue with Reserving ships and PvP? Sure this stops top players from powering down to hit people it also stop them from powering back up so they cant be hit. Which many have done before preventing proper retaliation.
If you want PvP in the top 10 then don't all be in one Alliance

Yes the reserve ships having power does stop him from powering down to hit him. The 4% power increase on ships is balance out by the power decrease you get from buying the marines. Until you take in to account the power decrease that occurs by buying them. By default its at a 1 to 1 power ratio with marine discounts it does change.
Now in the case of your attack Kyle has so much more cash from being almost 10X bigger then him it would not of been a fair fight. Right now anyone in the top 10 can attack almost anyone else assuming the have very few segments. Which they almost always have due to planets. This allows them to kill anyone with less resources then they do. In the case of Kyle he could kill Who am I with impunity as he could power back up after the attack with ships that Who am I has not chance of killing.
That is a Major issue with the PvP system in SpaceO high ranked players can kill anyone not ranked near them. Especially now since the top 10 has massive jumps between players power levels.
Practically every online game like SpaceO has a system to prevent something like this but SpaceO does not.
