Yep you can. As long as the counter destroys more than 20% fp (ie. the standard power to get a neb). I mean...thats what most pvpers do...atttack someone then reserve with pships for a neb.
It even works when you are already in a neb. If the counter destroys more than 20%, then you go down to the next diminishing neb timer.

me and ninja fail. didnt get put in neb by counter all last round, probably because they never killed my ships or i was already in one

a counter can give you a neb, wont reset your neb time if your already in one, but you still need to have 20% killed to get a neb
