no, someone lower can win best ship design. Just because they don't have it in use doesn't mean it isn't good. And best story only top ten? the pistures only top ten? what are you smoking?

they can also win most attacks thats a given to them, most ppl in the top ten cant get off more than one, yet i see ppl like warner doing 10-15 at a time
same with the drawing and writing ones... takes abslutley no spaceodyssey skill for thouse
most active there could be an complete noob who playes 24 hours a day, so in the end there are about as many reserved for small commanders as there if for larger
