Ok I have to admit that I don't have an answer for this. I was 30mil fleet power and was full scale assault-borded by player who was 76mil fleet power. As far as I know only players with between 70%-200% of their fleet power can attack me which makes 76mil * 70% = 53mil and i was 30 ! Can some one give me give me an explanation for this ?  He was 2.5 times stronger than me.

That is 200%-50% in rankings. In galaxy combat, there is no limit, only warp chances.
