Even talking about rewards, much less basing ratings on them is ridiculous,
since it is not under the control of the author. For instance, P Party is set
up so that you fight 50% of encounter FP and to pay 100%. But in reality,
it comes out the other way around.
The only reward types that pay decently are creds and workers. Everything
else pays peanuts. Unfortunately, we did not know how that it would be
implemented when we were designing the original missions, before they
were introduced into the game. The ratings should be for Storyline and Design,
not Reward, as we have zero control over how much the rewards are.
Any mission that can double fail should be taken out and shot. Along
with their authors.
Command Decision pays decent rewards if you do not try the alien jump gate
and scavenge at that step instead. Even I have given up trying to get the
final reward. There is only a 25% chance of getting to fly the last fight, (50%
that the jump gate will work and 50% that your crew doesn't mutiny if it does work.)
which pays 100% reward in creds and has the funniest story line wording of all.
As to editing missions; yeah, in theory that's how it works. But I've had both new
missions and edits to old ones in queue for a month now. No action.

PPS. (edit) I can't believe Gold Transport isn't getting better ratings. I always give it
8/10, even when it fails. It is the only mission that you can get good rewards for FP's
too big to fly the fight step. And two ways no less. A very well designed mission.
