The Aliens plan seems to be to hide and secretly construct strange things. The Council has detected mysterious fleets moving about in the space between the stars... it seems they are mostly alien in origin. Therefore the Council has developed a new technology involving scanning of quadrants trough the use of scan probes. The probes will be able to pinpoint the location of deep space alien fleets. There is a distinct possibility the aliens are secretly gathering resources for an unknown purpose...
