Attack sigs at incursions

i had 4 counters.. i hit once at the incursion spot then after the first time the incursion attack message came up

  blah blah blah's mothership executed an evasive maneuver and escaped our locking attempt.

They can't hold their evasive maneuvers for more then 2 minutes...
