From what I understand,they give the location of commanders in the galaxy,but you have to pay a price..now on the other hand if you see someone in the galaxy and you click on them like your bout to attack you can give the location of them and put it on the intelligence contract and you will get paid the price it says once someone attacks or buys his position.

Also if you move from a start i think the intelligence contract in invalid until your found again..again i don't know just my theory lol
