alliance members nebbing each other

i dont know if it is possible but is there anyway to stop alliance members from nebbing each other. it seems that a couple of alliances live in nebs(you know who you are). it is pretty sad that one of the people i am talking about talks a big talk but has been living in a neb(coward) . i know with SO wars and all that emi is pretty busy but it is getting pretty old that they come out of neb hit our lower level players then run and hide. if there is any way to stop these cowardly actions!!!
