Cybernation rookie squad

Cybernation had a run in with a commander (Webster #8154) about a month or so ago who was repeatedly attacking my members and sending vulgar messages. After a swift kick in the rear from some of our alliance members he stopped attacking and started sending repeated requests to join and of course I refused. He then started an alliance called Cybernation rookie squad, without my knowledge. Cybernation is a fairly peaceful alliance and knowing this Commanders tactics I’m afraid he is going to cause trouble with allies or potential allies and give my alliance a bad name. Is there anything that can be done about this?
