They are special encounters.

An encounter is a special event persistent and having a certain power. When a commander ranking includes the power of this event, the event will become visible in his ranking screen. This basicaly means commanders will compete in completing the event, it will be visible for everyone in that range. You can also see an event if it has more than 200% or less than 80% of your power and is in your line of sight or sensors area (ranking power), but to actually get to click on it, you would need to boost or lower your power until you see it pulse with a red light.

2 events will be generated every 5-10 minutes, until the event reaches a certain limit of events in the universe.
Events are randomly placed troughout the known galaxy, with a lower power limit of 15 million power, so there will only be events with the power greater than 7 million. No need to disturb newbie commanders with them Smiley
If no-one completes the events, they will persist in the space-time they were placed (ranking power position), until they are completed, or 24 hours pass, and the event dissipates.
Commanders will be able to see them, and have the choise, to click on them or move on. The first commander to complete the event, will make it dissaper in to the space it came from Smiley and a new event will take place, in another location in space. Events are trigered by player powers, and will always grow more and more powerfull, as the range of the players power expands...
They will provide hard and profitable battles, beyound that of a simple mission, they will offer no insurance, but will have the potential of giving many experience points besides the huge rewards...
Great risk comes with great rewards, and after you complete an event and wish to complete more, you need to look for another event, by jumping or lowering your power, scouting the ranks

Now, (and I don't want to go about losing good fleets to test this) do the random encounters there have a fleet power of the listed value?  Or is it about the equivalent of a player commander with that much total power (perhaps like a player with 100 mill total power, but most of his power in ships)?

The listed power is about where it starts. Anywhere around that power is how much they have.
