I'm putting this here because if it goes anywhere else it will be weeks before anyone reads it.

Are we supposed to be able to attack bases and mining facilities? because if we can't then this is going to make things REALLY strange

You need the same lvl or higher level f technology then the one from who the building is I think.

were there any commander fleets and Did you attack them first? maybe you have to destroy them to get the base??

no, no commander fleets.
I don't think scan/raid is working emi, every time so far it says scan/raid not available...and i do have levels on space station and mining facility, but of all the bases and mining facilities I have encountered so far, it doesn't let me attack/scan/raid them.

I'm still testing the fighters / missiles / base defences in combat, should be up soon.
There is no need to place commander fleets in order to mine / produce / replicate with the mining facility.
