If I recall . . . When your attacking someone, isn't it based on fleet? That would indicate that the person's fleet isnt their primary source of power.

Also, what's the point of playing if you know that every round will be finished as soon as people reach the max power =-/ Players shouldnt be limited to the power just because the developer (Emi) doesnt want to change the variable types.
