How do you decrease the amount iof time it takes?

Ok, so i want to build a space station and mining station in a system. I cleared out the reavers, and got the minerals. Then when i went to build, it said building already constructed in this system even though there arent any. Any help?

Every time i do a contract, it says _% of the enemy fled so the employer lowered your reward how do you stop this from happening?

If you have lets say... -20,000 rep on the bounty list, how do you get more positve rep?

So is it better to have 1 fleet with tons of ships, or a lot of fleets but a little ships each? And is it better to have 10's of thousands of ships, or 1 uber super powerful ship?
