All you can do is vote and wait for turns to build up. To get credits first you build yourself some mines with a good supply of diamond, gold and other resources, and set tthem to produce credits. Later (alot later) build yourself a planet to produce credits... be warned, it's expensive to get a planet sufficiently high emough to generate a good supply of credits.
