To tackle the cost if you go below 50% of the value, e.g. have combined commander+building bonus of +70% to resupply, and resupply a 100 cr fleet for 1 ship, costing 30 cr, the max price you will get if you sell is what you spent, 30 cr... Won't you get a lot less then it is worth?
