Some interactive missions have the option to use "special operations" to complete them. Where are these special ops teams based?

My thought is for another research stream (titled surprisingly Special Operations).

The capabilities of this stream would require it to be expensive in turns cp and credits as I would foresee such forces to be used against planetary infrastructure. The level of special ops training would improve a base % chance of destroying installations on the planet either to disrupt an opponents economy by targeting banks or prepare the way for invasion by targeting military installations like bases or planetary shields.

The turn cost to launch special ops missions would also be high as their effects could be significant.

As the game requires balance then some form of "planetary security" research stream would counter the special ops skill.

Yeah that sounds like a good idea.

Sounds promising (wondering why I'm saying that as this would make my planet more vulnerable :21:)

As part of this new attack, it should affect stations as well. Cause some components of station also protect planets, like cloak.

Not sure I agree with that, because to attack the station you would have to be able to see it so would have already researched the scanner tech needed to beat the cloak.  The cloaking systems are housed on the station and are independent of the planet.
