Title: SO Main - Fixes and improvements

- credits from royalty should be working now.

There have been some balance issues with the planets that where fixed for SO Main:

- can only withdraw credits from a planet once every 24 hours.
- planet income and mining set at 2x that of previous round (about 1 bil cr per day for 5 bil colonists planet at 100% credits production)
- Increase base Planet Capacity, takes 5 segments and 12.5 mil credits / 10 mil capacity (no one used it so it was determined to be too high)

Improvements:

- When clicking an enemy planet, you can now launch a Surface Probe at the planet at 30 turns cost. The surface probe will have 50% probability to find out how many colonists / capacity, credits on planet and the planet owner and a very small change for the other stuff on the planet. The Surface Probe does not require Subspace Scanner tech.

wow just like i said in chat last night, emi will notice the problems and fix it, but the select few that found a way to abuse the update get to keep their cash (and in this case) 1-2 month lead.... - the exact same thing as last time, looks like im sitting out this round, i want to play a fair round, not this bullsh*t.

well its not that bad, i didnt use planets at all and im doing good right now...beating a bunch of people that did abuse the update (but not very well) and not losing out by much to those that abused it effectively. all in all it was overdone, but not too bad
