I suggest a tech that allows your mothership to jump to any of your planets/space station for 0 turns

No, that would make things ugly, as you can have instant protection, even if you run out of turns.

There could be some sort of penalty if you use it. Or it could just reduce the cost to travel to your base by x % a level

or it costs a ridiculous amount and perhaps has a % success rate (can try once every x hours or so at said %)

This can be a Tech research ability.
Warp gates to be built at base sites and using the system structures screen, you can warp to any of your bases fitted with a gate.
Alliance members can use the gates provided they know the location of another base belonging to the original gate owner, fitted with a gate device.
E.g. member A uses members B base gate to warp to another base belonging to B and can never warp to member A's own base via member B's warp gate.


Lvl 1 warp tech allows you to build 2 gates CP/Turn costs at 1000 each
Lvl 2 onwards only adds 1 additional gate. CP/Turn Costs at 500 each per lvl.

Warp gates to be built individually seperate from bases/ mines and planets, with its own unique graphic to depict its presence.
Warp gates to be destroyed together with the base in event of attack.
