Title: Diminishing nebulae - SO WARS

SO WARS:

- Default nebulae time: 24 hours
- If commander enters nebulae in the first 12 hours after he got out of previous nebulae, the nebulae protection is less effective, protection decays with 6 hours for each additional entering in the nebulae, up to a minimum of 6 hours.

Example 1:
Cmd X enters nebulae day 1 at 00:00 (24 h).
Cmd X leaves nebulae in day 2 at 00:00.
Cmd X enters nebulae day 2 at 00:01 (18 h).
Cmd X leaves nebulae in day 2 at 18:01.
Cmd X enters nebulae day 2 at 18:02 (12 h).
...
up to 6h and receives 6h nebulae until engines are regenerated for 12h out of nebulae to give the full 24h

Example 2:
Cmd X enters nebulae day 1 at 00:00 (24 h).
Cmd X leaves nebulae in day 2 at 00:00.
Cmd X enters nebulae day 2 at 06:01 (24 h).

- To get full 24 hours a minimum of 12 hours out of nebulae time is required to regenerate mothership engines.
