Got this idea: how about letting commanders crate special attacks and to create them, u have to design it(the effects), and depending on those, the cost will be determied.Then they will be available for research. E.g.

Name: more dakka.
effects: doubles fleets attack power.
Cooldown time: 24 hours
Activation cost: 3/4 ship's cost x number of ships in fleet.(if more than 1 fleet, equation is applied to each one, results added)

Not too unbalancing, is it ;)

Oh, yea, and instead of using CP, you have to get battle commendation points, which are gained by successfully pvp-ing. Bigger skills= more points. And they are used not only to researh, but to activate the skills, in addition to the money cost.
