Are you getting the reward decrease message tat the fleet cost calcualtor gives? Or is the reward just being decreased? If its just being decreases that can happen when you attack encounters if your fleet power is not several times it. And encounter was roughly 2.5bil fp,while my fleets were 3bil. fp.
