Why are people allowed to attack and not get countered?

I got attacked last night and then they dropped like a stone through the rankings and I couldn't get at them.  Why is this allowed.  If you are going to attack someone you need to be able to handle the backlash no matter what.

its actually a safety net to keep you from killing what you have left in your fleet on a counter. i do believe it should be based on true power not pship power. thats why you see someone blast you and then pship to the moon, my suggestion to you is to simply do the same thing and pship up till you catch em

Those commanders are usually multi-attacker newbies that go on a killing spree and then get hit by bounty hunters and counters and drop like a stone, I'm sure they got zeroed and you would only waste your turns on counters anyway

Is there any way to scroll through the standings list?

yeah it would be cool if someday there was a way to see a player who is not within view of your own rank and see what alliance they arein/power/rank etc...

if this happens it would solve the bountying people in allied alliances problem

or they are alts of good players who know how ot reserve ships...

I have used that with my alts 
but half the time I reserve my ships, sometimes i get 0ed...and sometimes i forget to reserve
