In some post here is written something like that: "Attack everyone with 0 ships to get as many segments as you can". You should get it back easy... Dont forget to vote to get nice startup money :)
And one more thing. If you loose 20% of your total power you will be safe for 24h. Try voting to get some ships to protect you, otherwise be prepared to lose a lot of segments. You're lucky you didn't have a lot of credits taken out of your stash or something.

i never attacked other players who has 0 active ships i think that if i do that it might ruin other players' fun. For instance, my bording fleet cost 20 mill and has a total of 2000 ships (1000 for each fleet, the same fleet from the guide) when i am done attacking people i put away my boarding fleets so i don't have to pay 10 mill each time i want to board someone
