- Can only activate Council Protection every 7 days. If the CP is activated then deactivated in the same day or following days, it can not be activated until 7 days pass.

- If the nebula is lifted (by attacks, etc.) while Council protection is activated, the Council Protection will deactivate at midnight server time.

I believe he is finally putting in a sort of nebula protection fo rpeople needing to go on vacation...

council protection = nebula for 7 days

Nope it's been on the Main server for quite sometime but before you could hope in and out of it every 2 seconds if you wanted to. It was exploited by more then one person now they can't do that but people who want to use it for it's proper use aka going on vacation can.
