These are multiple missions. You pick them up at Council base, and they'll involve a small story, few gunfights and maybe even a boss ship in the end. And they'll give bonus XP depending on how well you did in the battles, plus a money/workers/segs/materials.

Maybe, one of them could be a tutorial for newbies. smoke

because of the fact that this is a good idea on the surface... I want to add to it (otherwise I wouldn't be posting, right?  laugh )

1: you need a 'storyline' (even if a very vague one...)
2: you need a way to set them up
3: you need a way for the enemies to be 'different' (boss fight? just a stronger ship?)

perhaps a better way to put your suggestion is this:

instead of just setting up an individual mission, you can setup a group or chain of missions that will revolve around various star systems, and various difficulties.  (ie: once you finish one, you are given the coords of the next one)

to add a nice little extra something... these could be special 'quests' that are written (the mission descriptions that is) designed (perhaps you can design the fleets...) and run by the galactic council (give them poor people a job to do already  16 )

by having the galactic council do this you can ensure E won't be having a whole lot of more work to do, except by setting it up for them to do it, and it can remain serious (no, 'aaah my sis ate my homework, run to such and such to clobber her' sorta stuff)
