okay.. so this is total bs... when you max out you shouldnt be able to put system fleets... im going around the galaxy which is empty as hell and woa.. i find an encounter.. only to see a maxed player has put soo much system fleets up im not touching it ever...

You may want to look into maxxed players conquering planets. There's only 15 hrs left but I conquered Kalsis' planet (sorry) I just wanted to see if it would work. This could also be a little (lot) unfair.
