The Council has detected mysterious fleets moving about in the space between the stars... it seems they are mostly alien in origin. Therefore the Council has developed a new technology involving scanning of quadrants trough the use of scan probes. The probes will be able to pinpoint the location of deep space alien fleets. There is a distinct possibility the aliens are secretly gathering resources for an unknown purpose...
