I am having problems with uploading a commander avatar, I have to select the file and upload 10-20 times before it works, and now it doesn't work at all.

No, i haven't tried changing my forum avatar for a while. I mean the commander avatar in-game, what people see when they attack you.

Make sure the size of the  image is smaller then 1MB, couse that's the max...
