Well it took me 10 stations, 20/20 input/output a few months to get all 80.

It is a mothership module.
You can max it pretty easily using replication tech and mining facilities.
Mothership modules can be accessed in Galaxy Travel as one of the lower left buttons.

yea thats the max, but it is 80% nanites and line assembally, so if you have 40% line you can only have 40% nanites.

It is better spent there than on Your Commander.
