I really don't step in very often, as I trust the mods to run the forum.. but seeing as most of the mods voted yes, I am stepping in and saying no.  He hasn't broken any of the rules, and until he does so, he won't be banned.

You realize that he is retarded (he has to be, there is no other explanation).  He was in my alliance for a few months and I swear, I didn't (and no one else in the alliance did either) understand a fracking word he ever said, and he never STFU. He also made the worst ships ever made and thought that they were wonderful.
