- while the total captured workers / credits depends on the fleets used to raid, the base will lose 3% of it's credits / workers for each raid it takes, regardless of the ships used in the attack. This only applies if the raid has been successful and resources have been captured.
For most effective raids, you should use the most expensive / powerful fleets you have.
With this update we are also removing the rule about feeding alliance members in the top 10. As long as the accounts are not alt accounts and are distinct players, feeding by raiding the secret base is allowed, even if it takes a non top 10 player in the top 10. You are allowed to help others gain ranks by raiding the secret base. Beware of the cost though.

if you really want to stop feeding. have it take a bit more then 3%. at least give it a normal number like 5 or 10

Okay, we have to give the big boss credit for removing the rule where you can feed the top 10 players. Thank you for this. However, just one clarification. You say that the top 10 players can no longer raid each other. Then you say that players can raid each other as long as they are distinct players, even if these pushes them to the top 10. So I'm guessing that once they are in the top 10 they can no longer raid. If this is correct, then this whole thing does not make sense. How can you tell that player is in the top 10 or not? It is so easy for any player to power up for a few days and giving the impression they are in the top 10 and it is so easy for players to power down and give the impression they are not in the top 10.
I personally believe you should make this a bit stricter or else people are still going to complain
In regards to the changes of the secret base, I understand where you're coming from. You want to make the game fair by making it hard for people to feed but you want to keep this secret base feeding because Alliance members should be able to help each other out. This is good because people can no longer power down as much as they can in previous rounds.
However, if you really want to do this properly you will need to increase this secret base loss to 5% maybe even 10%. Here is an example:
Let's say I have 1Q in my secret base. According to the update, I will lose 150 tril in total assuming someone raided me five times. On top of this I'm going to lose money that will go to the actual raider. Let's say roughly the raider gains 2%, this means I will be out of pocket by 100 tril. This means in total I have lost 350 tril.
I can assure you that I can completely recover my loss and more from my planet. So you will have to increase the secret base loss to a much higher percentage. This means that if you want to help someone you have to be very careful.

The Borg, From my understanding, talking to Wesley, the big Boss himself and other players, the "top 10 rule" allows players within the top 10 to raid each other. He has now removed this rule which means that top 10 players can no longer raid each other.
Also, I don't think he has made raid more "doable"

I think that by getting rid of the top 10 raiding thingy that Emi meant that it is now okay for anyone to raid anyone. Not just for the top 10 to raid each other like it used to be.

eh.. i think this update was a way to fix something but a complete fail... first of all... feeding to other people alliance members ect shouldn't be allowed... were going to start seeing one alliance own every round from now on since the top dog can put the rest of his alliance into the top... but 3% loss isn't enough.. the top dogs have that and creds to spare... this update is a step toward the right direction.. just a very very very very small step.. apart from the feed whoever now rule.. which in my mind is very dumb

well looks like future top 10's for me are out of the question. Really makes you wonder what the world has come to when people expect to get to the top without doing anything themselves. this update will see an increase to credit feeding, even with the 3% loss. All it takes is someone to raid a top 3 or 4 player and they will leap- frog the rankings ahead of me. I think that raids should also lower your reputation so that serial raders end up with a bounty on them. It's frustrating for me as I've stayed well away from this style of play.

yea um...
Your raid was successful and you captured 0 workers and 612.499.951 stashed credits. In the chaos created by the raid, 0 workers where killed and 462.950.335.030 stash credits where destroyed.
so i get 600 mil when i should have gotten 460 bil off that raid....? seems like that ratios a little messed up.. thats 0.001% that i got.
