i wont to know if the planet is conquered will it retain it's current cap and all it current tech if so it would be worth my time to take.

Yes I can answer this. This planet is a landmark, a unique planet type to mark the spot of a great battle. It doesn't belong to anyone at the moment, and credits are piling up on it. The planet has some very unique features as you may have noticed.
If you conquer it, it will lose some capacity due to the conquer, but it has some structures that you can capture and the natural unique bonus of +500% capacity, +300% credits, +300% combat.
It will retain it's natural bonus, and on top you can add your "Habitat Improvement" and your own structures but the "Pandora" tech is not available so you'll always have level 1. On a Gaia for example, you get +20% cap / mining / cred and -30% combat for each level. If you have 10x Gaia levels of tech you get +200% cap / mining / credits and -300% combat if you want to compare.
And yes, this planet will pop out somewhere in the Galaxy during each round, so the one holding it may have some advantage over the others, so I expect great battles to take this planet. If you take this planet and fortify it with bases / system fleets it would be a VERY hard to conquer Pandora.
You can not terraform or change the name of Pandora... it's rather unique
