i got this from my galaxy travel. he is in the area where their are carbon ice etc astroids here. i think he/she is using multi-accounts to mine them. sry if mistaken, but should be looked into.

Multi-mining isn't against the rules, because you can't transfer minerals from one person to another.

look at the rules in the general a sticky one... (brown) says TOS rules.. and about half way down it will say all the rules, if you see any broken then you can report them

I think what the means is he's somehow manipulating the commander fleets thing, possibly through truces or something.

Yes, but if he has dialup he COULD POSSIBLY be exploiting the encounters? Open the attack window on all four, and hit attack at the same time.....? I just read a post about people doing that.. So just a thought.
