I was engaging a derelict mothership and suddenly this appear:

"The fleets patrolling this system are preventing you from accessing this area..."

What happened??

A cloaked System fleet is present stopping you from getting the encounter.

If there is a picture labeled "Anomaly" in the system, that indicates system fleets that are cloaked because of a station. They will block you from mining and accessing encounters, but not encryptions or aliens. If your scanner level is high enough, the fleets will show up as "Commander Fleets" instead of "Anomaly", and you will also be able to see the station. However, you still have to destroy the fleets before you can access minerals or encounters. If the fleets are friendly (In your alliance) then you will be able to see them regardless of their cloaking, and you will not be blocked from encounters or mining.

Many thanks for the info !!

The funny thing is, when I got the "Star Patrol" blocking me from attacking that derelict mothership, there wasn't any "anomaly" anywhere.

As blakranger said, you will only see anomaly if there is a cloaked station.
