As we all know Reavers stop you from claiming a system of your own, however once you place a fleet there, no matter how small it may be the Reavers make no attempt to reclaim the system, so why not add in a feature that means the reavers will keep trying to fight your ships to reclaim the system, until they eventually succeed, well even if you don't like the idea, look at the benefits it will bring, it will give your system fleets something to shoot at, and it will mean you can gain fleet exp even without being on 1.

Because lower players would be screwed because they will lose their fleet that way and if you have swarmers out you will have to keep reuspplying it :S

Most lower players don't put fleet's anyway as it helps to camouflage the station's location.
