Nope its only for Gold Accounts or it would not be listed on the perks list for having a gold account:

 Features after upgrading to Gold:     

    * Access to All fully upgraded fleets ever made

    * Access to All designs and upgrades

    * You can browse fleets and systems and clone them to your stack, with all systems installed

    * Search fleets by attack, defence, hitpoints, accuracy, absorbsion, fleet name, cost

    * Fleet experience and numbers calculator

    * Designs and fleets made by a gold account will be private

    * Ability to upload logo, shown on main screen, and your commander avatar

    * Deactivate ads at will in the account button

    * Gold activation credits bonus: 355.000.000.000 credits

    * More options in the auction room

    * Secret Asteroid Base Bonus: 2 X Growth and Interest

    * To all Fleet purchase and upgrades: 20% Discount

    * Increased maximum turns to: 5000 turns

    * Ability to see full battle report / attacking fleets for PvP attacks made By/On your commander

    * 1 FREE fleet commander, once they are introduced
