I thought of this the other day: why not make Nebulas part of the galaxy, where someone can hide even if they haven't been attacked -- add a new tech to system fleets that when researched allows them to go deeper into the nebula to hide, requiring the aggressor to have more scanner levels to find someone hiding.

Maybe make some new encounters or resources that can be found only in nebulas (the rewards would be decreased though because of the protection the nebula gives), and the deeper you go the bigger/more rewarding the encounters/resources get.

And then the scanning tech would serve a dual purpose -- find people hiding in Nebulas and also find cloaked stations!

Also, upon losing the amount of power that would normally put you into a Nebula, you are warped to the nearest nebula and can't be attacked for 24 hours (as usual)

Or, if you want to stick with the regular old nebulas and just add something like this, then it could be called an ion storm, where it costs extra turns to move in/out of but provides more safety than just open space.

Just an idea.

hmmm if councils were introduced then the could regulate who was in there for how long/charge a fee or maybe nebulas can be created from the wreckage of a large battle and last 24 hours or offer a mining field or sumtin in the system where the battle accurred

A small enough fleet could hide themselves in an asteroid field. Maybe a few larger problems for the bigger ships(asteroids do make some nasty holes) and lesser for fighters (easier to evade).

I think its fairly hard to get enough PvP anyhow - more nebs and hiding spots would tend to kill the PvP - so, no to this from me.
