I just started this game this week, and while fun, it is very confusing on some things.
I've read the FAQ's and the guide, but I don't see any information on how to level up your commander.  I have something like 20K exp points, but my commander is still level 0 and I don't see where to level him up.  Any ideas on what I might be missing?

Try to go to commander and do holotraining and train for 1 xp for turns, you should level up if you have more XP then needed for the next level.

Thank-you!  That worked.  I was wrong, have 200K exp, not 20.  This will help out a lot.

well that was a perfectly good 4 turns wasted, could of did 1 more mission(1 turn) and got the exp needed.

Well, it worked out for well for me, I had way more experience than needed, and kept getting more, but never leveling.  Is this a bug or is it meant to be this way?

you must be on wars server. you gain 100k xp daily but you dont level  because that xp is given to you, not earned. xp isnt earned from encryptions only acient commanders so that is somethimes the only was to level.
